Well the key factors are number of subscribers, channel views, video views, frequency of videos, video ratings and number of videos. Unfortunately youtube does not provide exact numbers, so you can’t have 70,000 views and automatically become a partner. You need to have strong activity and user interest.
Subscribers: A good number is about 500-600
Channels Views: the amount of people that look at your channel page not watch your videos about 7,000
Number of Videos: between 12-20 videos
Frequency of Videos: How often do you upload videos (daily, weekly, bi-monthly) at least once a month
Views on Videos: 1,000 per video
Video Ratings: 3 and a half star rating on all videos
Of course don’t use copyrighted material youtube has enough trouble with that and it’s not good behavior for a partner.
